Rolling V Ranch WCID No. 3 has partnered with the cities of Alvord, Aurora, Boyd, Bridgeport, Decatur, Newark, New Fairview, Paradise and Rhome, Walnut Creek Special Utility District, West Wise Special Utility District, and New Fairview Municipal Utility District No. 1 to form the West Fork Public Utility Agency.
This agency will help address long-term water and wastewater infrastructure needs as the area continues to grow.
The PUA will have the authority provided in Chapter 572 of the Texas Local Government Code which includes, but is not limited to, the authority to engage in the collection, transportation, treatment, or disposal of sewage and the conservation, storage, transportation, treatment, or distribution of water and the member public entities may join together as co-tenants or co-owners to plan, finance, acquire, construct, own, operate, or maintain water and wastewater facilities for municipal, domestic, and industrial uses under the direction of the PUA’s Board of Directors. The PUA will be a non-taxing public entity. The PUA will not have the authority to levy and collect ad valorem taxes, but the PUA will have the authority to issue bonds to finance capital improvement projects. The service area of the proposed PUA includes the territory of Wise County, Texas, service areas of the Public Entities, service area of any future customers of the PUA, and the general area where any infrastructure owned by the PUA is located.
The West Fork PUA board will include one representative from Rolling V Ranch WCID No. 3 and from each participating city, SUD and MUD, with two board members appointed by Wise County.
